In advance of the meeting between Putin and Indian Prime Minister Narendra Modi, Russia's Foreign Minister Sergey Lavrov headed a delegation to address matters of shared interest for both nations. The Russian Embassy in India emphasized, “This marks our sixth meeting this year, demonstrating that the relationship between Russia and India is a notably special strategic partnership and is our highest foreign policy priority.”

An essential attendee at the discussions was Nikolai Patrushev, the Russian presidential aide and Chairman of the Russian Maritime Board. His meetings included India’s National Security Advisor, the Maritime Security Coordinator, the Minister of Ports, Shipping, and Waterways, as well as the Indian Navy. Prime Minister Modi also welcomed him, and during a meeting, the Embassy noted, “Both parties highlighted their shared interest in enhancing interaction between Russia and India to bolster their maritime capabilities.”
